The Research Institute for Public Administration at the German Postgraduate School for Administrative Sciences in Speyer (http://foev.dhv-speyer.de) was founded in 1976. It is an independent scientific institute funded equally by the national government and the state (Länder) governments. The institute has a long tradition of doing research in the field of of the public service and in political finance. Prof. Dr. Hans Herbert von Arnim has gathered knowledge for more than 30 years. The close association to the postgraduate school is as helpful as the regular working conferences on the administrative sciences and research seminars involving scientists and civil servants, together with visiting academic speakers from Germany and abroad. They provide a framework for discussing both the findings of recent research and new developments in the principles and practice of information technology in administrative organisations.

The research project will cover the following topics: (1) Payment and pensions of members of the civil service of the EU (2) Payment and Pensions of members of the European Commission and other high authorities of the EU (3) Payment and Pensions oft the members of the European Parliament and (4) the financing of european political and parliamentary parties.

This  topic seems worth a scientific survey for several reasons: up to present neither a scientific survey on the financial status of public employees of the European Union nor of other European authorities or the other parts of the project has been produced. In addition, the financial status of the members of the European Parliament is facing  radical changes: hitherto members of the European Parliament are payed differentely, namely like the members of the respective national parliament. The forthcoming reform wants to harmonise the payment of the members of the European Parliament. A draft of the European Parliament has not been approved of by the council, who has presented a reform bill of his own. This however, has been rejected by the parliament. Therefore, the prevoius regulations are still in force.

The Financing of the European Parties has also started to change. The European Parliament has voted on a draft of decree which for the first time stipulates a state based financing on the European level; it still requires the consent of the Council. No legal foundation exists for the financing of the parliamentary groups in the European Parliament, which nevertheless takes place on a large scale.

The different parts of the project are internally connected: for example the forthcoming reform of payment of the members of the European Parliament will be orientated towards the current structure of the pay and taxing system for European civil servants.

In the course of this project, existing European regulations will be examined against the backround of the national regulations throughout the European Union. The project will persue an interdisciplinarial approach. Juridicial, political and administrative questions occur as well as financial ones. One problem relating to law for example is the question whether Art. 191 in connection with Art. 308 of the Amsterdam-Treaty is a sufficient foundation for the establishing of a state based system of party financing. Another question that occurs is whether the Council has the right to intoduce a new reform draft when asked for his consent for the one brought in by the parliament.

The Interdisiplinarial approach of the project  is also due to the following topics: Organization of the political process when creating and completing the relevant regulations, structure of the european civil service, organisation of the european political parties and parliamentary groups and their connections to their national parties, and finally the development of the financial system in diachronic perspective.
