Scientific Documentation and Transfer Centre for Modernizing Administration in the German Laender (SDTC)
The Scientific Documentation and Transfer Centre for Modernizing Administration (WiDuT) in the German Laender (federal states) was established in 1996 as one of the service elements of the German Research Institute for Public Administration (FÖV). These service elements complement the research activities of the FÖV and take into account practitioners’ desires for advice. In addition, they make research results utilizable for the implementation in practice and yield suggestions for further research.
WiDuT collaborates
closely with administration practitioners at the Laender and federal level
and provides services regarding all questions related to the modernization
of the public sector. To accomplish these tasks, WiDuT has built up and is
part of a network of academics and practitioners based on the cooperation of
partners at the federal and Laender level.
The field of WiDuT’s practical work is particularly focused on three areas. Firstly, it documents the programmes, projects and experiences in all fields of modernization in the public sector of the Laender and the federal state, supported by an Internet-based database and periodical publications.
Secondly, Workshops
are organised to transfer and exchange information and experiences between
the partners. Thirdly, the cooperation partners can ask for advice and
assistance, ranging from simple questions and enquiries to more precise
guidance, methodical support and advice workshops up to coaching, short
expertises and expert opinions.
These three fields of activity are based on application-oriented research that makes use of the methods of administration science and their further development , e.g. in the special area of regulatory impact assessment.
For those with further interests in the field of regulatory impact assesment the following publication offers more detailed information:
Carl Böhret/Götz Konzendorf,
Guidelines on Regulatory Impact Assessment (RIA) - Leitfaden zur
Gesetzesfolgenabschätzung (GFA), prepared for the Federal Ministry of the
Interior and for the Ministry of the Interior of Baden-Wuerttemberg, Speyer,
Dezember 2004.
